These work really well in a zoo set layout – they look vaguely agricultural, but farm steps wouldn't tend to be painted green, so we think that they are probably a dedicated set of zoo steps from one of the leadcast manufacturers' ranges, designed ot allow keeper to throw food over a fence at feeding time, or maintain high fencing.
