A Juneero Patent Scroll Tool, as supplied with the Juneero No.2 set.
The scroll tool was a curved "former" for accurately bending metal rod and strip to produce curves of a specific radius, which was useful both for practical home engineering, and for making decorative metalwork. If you used the tool to give a rod or strip a sequence of curved bends of increasing radius, you would end up with a spiral "scroll", hence the name.
